best way is to ask the church itself.
Define the terms such as
"where is the church?" -- e.g., if the church is in a retirement village, you don't expect a huge influx of young families with oodles of bed babies to attend.
"what is a church?" -- is it a building, is it people, is it the leader, is it what the denomination says it is?
"what is a church purpose"? -- only to evangelize? what about to lead persons to stop being adult baby Christians and help them mature in the faith? What is maturity in the faith to look like?
"who is to do what the church is to do?" -- meet and worship? anything else?
"do church members want a restaurant to feed them or a culinary school to teach them how to prepare meals for others?
The best way is to ask the people themselves. Many are timid and/or afraid to verbalize what's in their hearts. many have never thought about any of this. Many are still infants as far as knowing God. Many have never been taught how to pray, to interpret the Bible for themselves, to explain the basic theme of the Bible, to know God, to "renew their own mind," to expect difficulties in the world, to learn how to build relationships with other persons, to incorporate the basic teachings of Jesus in their daily life experience, to worship, all this and more. Hence, they are stuck in the only thing they know--their tradition of what church is to look like.
And the only way to know what is in their mind and heart you have to ask them. Maybe in very small groups or one by one. You will discover most have never had any one actually help them explore their own experience with God -- indeed, many have never come to become actual Disciples (as Jesus instructed the 500 in Mathew 28:18-20 to busy leading new or old believers to become - - -
